A unique water-balm hybrid formula for a sheer, weightless wash of colour on lips and cheeks, with a skin-like finish. The buildable formula can be layered for intensity.

With a comfortable, barely-there finish, this fragrance-free formula is made with a blend of water and waxes for a sheer application.

While 19/99's signature product, the Precision Colour Pencils, are available in bold colours, the tones of Water Colour are more muted. The product adds a wash of colour for a barely-there finish that lets your skin shine through.

Use doefoot applicator to tap colour on desired area—lips or cheeks. Blend with finger tips or a brush, or layer for intensity.

Pro Tip: Line lips with a Precision Colour Pencil before applying Water Colour Tint to prolong wear.
